Uganda Civil Aviation Authority and ICAO Partner to Enhance Aviation Excellence

The Uganda Civil Aviation Authority (UCAA) has signed a Management Service Agreement (MSA) with the International Civil Aviation Organisation (ICAO) to launch a partnership focused on evaluating UCAA’s training needs and developing a training plan for the 2026-2028 period.

This partnership, which was signed on Tuesday, May 27th, 2025, between the UCAA Director General, Mr. Fred Bamwesigye and Mr. Juan Carlos Salazar, the Secretary General of the ICAO, reflects UCAA’s commitment to aviation excellence and is bound to benefit Uganda economically in various ways.

According to Dr. Bamwesigye, “The partnership reflects UCAA’s unwavering commitment to aviation excellence, human capital development, and alignment with Sustainable Development Goals (SDGs) on industry innovation and resilient infrastructure as per the regulations of the International Civil Aviation Organisation.”

Benefits of the Partnership

The partnership between UCAA and ICAO will bring numerous benefits to Uganda’s aviation sector, including:

Enhanced Training and Capacity Building

The project will establish an internal unit within UCAA to carry out Training Needs Analysis, assess current training gaps, and develop a long-term training plan that aligns with international standards and ICAO protocols.

The partnership will enhance UCAA’s regulatory oversight capabilities, ensuring that Uganda’s aviation sector operates in compliance with international standards and best practices.

Increased Efficiency and Safety

By developing a comprehensive training plan, UCAA will be able to improve the efficiency and safety of air navigation services, operations at Entebbe International Airport, and 13 national aerodromes.
