From Standard Chartered to Pearl Bank: Dorcas Balimukuubo takes up legal leadership role

After more than eight years at Standard Chartered Bank Uganda, Dorcas Kiwemba Balimukuubo has moved to Pearl Bank as Chief Legal Officer and Company Secretary, taking on a position that connects the bank’s legal affairs with its boardroom.

Balimukuubo joined Pearl Bank in June 2026. She brings more than 14 years of experience in financial services, with a career spanning private legal practice and senior roles at Ecobank Uganda and Standard Chartered.

At Standard Chartered, she served as Country Legal Counsel and Assistant Company Secretary, advising the Board, executive management and business functions. The work placed her alongside the people making commercial decisions and those responsible for overseeing them.

That experience carries into her new appointment. The combined legal and company secretary role involves both advising the business and supporting the governance processes through which the Board exercises its responsibilities. Balimukuubo’s specialisations include regulatory compliance, legal risk management, board governance and strategic advisory to senior leadership.

Her route into banking began after private practice at Capital Law Partners & Advocates, where she advised clients on corporate, commercial, banking and litigation matters. She subsequently held progressively senior legal positions at Ecobank Uganda, including Acting Head of Legal, before moving to Standard Chartered.

Across those institutions, her work has covered the practical demands of banking law: credit and recoveries, litigation, financial services regulation and advice on transactions. It has also involved company secretarial responsibilities, where legal knowledge must translate into clear advice and sound board processes.

According to Pearl Bank, Balimukuubo has led company secretarial activities, managed litigation and external counsel, and advised on high-value transactions and business initiatives. The bank also credits her with supporting boards and executive teams in navigating complex regulatory environments and strengthening governance frameworks.

Her appointment brings that breadth of experience to Pearl Bank’s senior leadership. Having advised both boards and business teams, she arrives with a view of how legal decisions affect an institution’s commercial objectives and its responsibilities.

Balimukuubo holds a Graduate qualification from the Chartered Governance Institute, UK & Ireland, and a Bachelor of Laws with honours from Makerere University. She is a member of the Uganda Law Society and the East African Law Society.
