Collin Babirukamu Joins Bank of Uganda as Chief Information Officer

The Bank of Uganda has appointed Collin Babirukamu as its new Chief Information Officer (CIO). Babirukamu brings a wealth of experience in digital transformation, cybersecurity, and financial technology to this critical role.

His expertise in areas such as artificial intelligence, blockchain, and cloud computing aligns perfectly with the Bank of Uganda’s strategic vision to modernize the National Payments System, strengthen cybersecurity frameworks, and explore emerging financial technologies like digital currencies.

Prior to joining the Bank of Uganda, Babirukamu served as the Director e-Government services at National Information Technology Authority (NITA) Uganda and the Cloud Territory Leader at Oracle Corporation East Africa. He previously held the position of Chief Information Officer and Head of IT at the National Social Security Fund (NSSF) in Uganda, where he spearheaded the transformation of back-end operations, customer-facing systems, and change management through the implementation of innovative technology solutions.

Babirukamu holds a Bachelor’s of Computer Science from Mbarara University of Science & Technology and a Master’s in Leadership Development in ICT & the Knowledge Society from the University of Mauritius. He also possesses Post-Graduate Diplomas in Business Administration from the University of Leicester (UK) and in ICT & Knowledge Society from Dublin City University (Ireland).

Babirukamu’s appointment comes at a crucial time for the Bank of Uganda as it navigates the evolving digital landscape and seeks to enhance the efficiency and security of the country’s financial system. His expertise will be invaluable in guiding the Bank’s technology strategy and ensuring that it remains at the forefront of innovation in the financial sector.
