Steven Enach Takes the Helm as PAU’s Director Midstream

In a move set to invigorate Uganda’s rapidly advancing oil and gas sector, the Petroleum Authority of Uganda (PAU) has proudly announced the appointment of Mr. Steven Enach as its new Director Midstream.

This strategic elevation of a seasoned professional signals PAU’s unwavering commitment to regulatory excellence and the robust development of the nation’s critical energy infrastructure.

Mr. Enach’s appointment is not just a promotion; it’s a testament to a distinguished career spanning over 15 years within Uganda’s burgeoning oil and gas industry.

His journey is marked by a unique blend of scientific acumen and strategic leadership, particularly in the complex realm of midstream operations, the crucial link that connects crude oil extraction to refined products.

Pillar of Expertise and Vision

A Petroleum Scientist and Business Executive by training, Mr. Enach brings a wealth of knowledge and practical experience to this pivotal role.

He holds a Bachelor of Science Technology (Chemistry) from Kyambogo University and a Master of Science in Refinery Design and Operations from the prestigious University of Manchester, United Kingdom.

This specialised education underpins his deep understanding of the technical intricacies essential for overseeing Uganda’s ambitious refinery and pipeline projects.

Mr. Enach’s trajectory within public service has consistently placed him at the heart of Uganda’s energy development.

Since joining in 2009, he served diligently as a Petroleum Geochemist and later as Head of the Chemical and Process Section at the Ministry of Energy and Mineral Development (MEMD).

In these roles, he was instrumental in laying the groundwork for the monumental Uganda Oil Refinery project.

His transition to the PAU in 2018 as Manager Refining and Gas Processing further solidified his impact.

During this tenure, he played a critical role in regulating midstream activities, including the strategic development of vital gas utilisation projects and the continued progression of the Uganda Refinery.

His expertise was keenly recognised when he served as a core member of the Government of Uganda team that successfully negotiated the landmark Implementation Agreement in March 2025 with Alpha MBM Investments of the United Arab Emirates (UAE) for the development of the refinery, a deal that will see a 60,000-barrel-per-day crude oil refinery built in Kabale, Hoima District.

Driving Uganda’s Energy Independence

As Director Midstream, Mr. Enach will be at the forefront of overseeing the development and regulation of Uganda’s midstream infrastructure, including:

Uganda Oil Refinery

This is a cornerstone of the nation’s energy independence, aimed at processing crude oil domestically to meet local and regional demand for petroleum products.

East African Crude Oil Pipeline

The 1,443 km heated pipeline is critical for exporting Uganda’s crude oil to the international market via Tanzania.

Gas Utilisation Projects

These are initiatives designed to harness Uganda’s gas resources for domestic energy needs and industrial development.

Storage and Transportation Facilities 

These will ensure efficient and secure movement of petroleum products across the value chain.

This appointment reaffirms the PAU’s unwavering dedication to establishing a robust and efficient oil and gas sector that delivers lasting value for Uganda.
