Uganda’s Digital Transformation Agenda Takes Centre Stage

The Annual Sector Performance Review Retreat, held on June 17, 2025, at Mestil Hotel in Kampala, marked a significant milestone in Uganda’s journey towards digital transformation.

The retreat, officially opened by the State Minister for Information and Communication Technology (ICT), Godfrey Kabbyanga, brought together stakeholders to assess progress and align strategies for the successful implementation of the country’s digital agenda.

In his remarks, Minister Kabbyanga reaffirmed the government’s strong commitment to advancing Uganda’s Digital Transformation Agenda.

“ICT remains one of Uganda’s fastest-growing sectors and a key pillar for socio-economic transformation. As a Government, we are focused on mobilising resources, strengthening partnerships, and delivering on the promise of a smarter, more connected Uganda,” Kabbyanga said.

“The implementation of the digital transformation interventions is a gigantic task that requires not only resources but also a well-thought-out vision and strategy for moving forward,” he added.

Key Priorities Driving Ministry’s Agenda

Speaking at the same event, the Permanent Secretary of the Ministry of ICT and National Guidance, Dr. Aminah Zawedde, highlighted the significance of the retreat as a moment to reflect on the progress of the Digital Transformation Programme and to take stock of achievements made in FY 2024/25. She also outlined several key priorities driving the Ministry’s agenda, including:

Broadband connectivity

Expanding broadband connectivity to ensure that all Ugandans have access to the internet and can leverage digital technologies.

Integration of e-services

She pointed out that the government is integrating e-services to provide citizens with convenient and efficient access to government services.

ICT innovation and Local Content promotion

 Dr. Zawedde note that the government is promoting ICT innovation and local content to drive economic growth and development.

Expansion of BPO & Innovation

Expanding Business Process Outsourcing (BPO) and innovation to create new opportunities for Ugandans.

Nationwide rollout of the PDMIS

She also explained that rolling out the Ministry of ICT recently rolled out the Parish Development Model Information System (PDMIS) nationwide to enhance service delivery and accountability.

Leveraging Digital Technologies

Dr. Zawedde reaffirmed the Ministry’s commitment to leveraging digital technologies to accelerate inclusive, social, and economic transformation.

She said the Ministry recognises the potential of digital technologies to drive growth, improve service delivery, and enhance the lives of Ugandans.

Assessing Progress and Aligning Strategies

The two-day retreat aimed at providing a platform for stakeholders to assess progress under the National Development Plan III (NDPIII) and align strategies for the successful implementation of the National Development Plan IV (NDPIV).

The retreat was a moment to reflect on the progress of the Digital Transformation Programme and to take stock of achievements made in FY 2024/25.

The Annual Sector Performance Review Retreat marked a significant step towards advancing Uganda’s Digital Transformation Agenda.

With the government’s commitment to mobilising resources, strengthening partnerships, and delivering on the promise of a smarter, more connected Uganda, the country is poised to harness the potential of digital technologies to drive growth, improve service delivery, and enhance the lives of Ugandans.
