Few regulators have done more to quietly reshape Uganda’s financial architecture than Alhaj Dr. Kaddunabbi Ibrahim Lubega.
For more than fifteen years, he has led the transformation of Uganda’s insurance industry from a largely misunderstood and underutilized sector into an increasingly important pillar of financial inclusion, business continuity, consumer protection, and economic resilience.
This week, Publicist East Africa proudly recognizes Alhaj Dr. Kaddunabbi Ibrahim Lubega, Chief Executive Officer of the Insurance Regulatory Authority of Uganda (IRA), as our Captain of Industry in Financial Regulation and Insurance Development.
His story is not simply one of regulatory oversight. It is a story of institution-building, market development, and long-term vision that has helped position insurance as an increasingly important contributor to Uganda’s economic transformation.
From industry practitioner to sector regulator
Dr. Kaddunabbi’s leadership journey combines practical industry experience with strategic regulatory stewardship.
Before joining the Insurance Regulatory Authority, he served within the insurance sector, including at ICEA in Kenya, gaining firsthand exposure to insurance operations and market dynamics. This practical understanding would later become one of his greatest strengths as a regulator.
A Fellow and Certified Professional of the Australian and New Zealand Institute of Insurance and Finance (ANZIIF), he has earned recognition as one of East Africa’s most experienced insurance leaders.
When he assumed leadership of the Insurance Regulatory Authority in 2010, Uganda’s insurance industry faced significant challenges. Insurance penetration remained low, public understanding was limited, and the sector’s contribution to economic development was yet to be fully realized.
Rather than simply regulating the market, Dr. Kaddunabbi set out to help build it.

Building more than regulation, building a market
What distinguishes Dr. Kaddunabbi’s tenure is his understanding that strong regulation alone does not create a thriving insurance sector.
Under his leadership, the number of licensed insurance players expanded from 62 in 2010 to 128 by 2020. Industry premiums grew from approximately UGX 240 billion to well over UGX 2 trillion during the same period.
The momentum has continued. According to industry data released by the Insurance Regulatory Authority, gross written premiums reached UGX 1.76 trillion in 2024, representing a 10 percent increase from UGX 1.60 trillion recorded in 2023.
These numbers tell a larger story.
They reflect growing public trust in insurance, increased investor confidence in the sector, and stronger participation across the insurance value chain.
Today, insurance is increasingly being recognized not merely as a financial product but as a critical mechanism for protecting businesses, households, investments, and livelihoods against financial shocks.
Expanding insurance beyond traditional markets
One of the defining features of Dr. Kaddunabbi’s leadership has been his commitment to expanding insurance access beyond traditional urban and corporate markets.
Recent industry figures indicate that the number of insured Ugandans increased from 405,837 in 2024 to 506,119 in 2025. During the same period, microinsurance subscriptions grew from 62,220 to 111,856.
These gains are particularly significant because they represent greater access to financial protection for low-income households, small businesses, informal sector participants, and previously underserved communities.
Through regulatory reforms, consumer education initiatives, market awareness campaigns, and support for product innovation, the Insurance Regulatory Authority has helped bring insurance closer to ordinary Ugandans.
In doing so, it has strengthened the broader national agenda of financial inclusion.
Using innovation to strengthen the industry
Dr. Kaddunabbi has also championed the use of innovation to improve efficiency and expand market reach.
Among the notable initiatives introduced under his leadership is the Local Marine Insurance Platform, which was developed to support local underwriting capacity and improve access to marine insurance services for Ugandan businesses.
The Insurance Regulatory Authority has simultaneously pursued institutional reforms aimed at improving service delivery and governance. In 2024, the Authority attained ISO 9001:2015 certification, an internationally recognised quality management standard.
These developments have coincided with continued industry growth and increasing adoption of digital insurance solutions across the market.
Driving innovation in a traditional industry
Dr. Kaddunabbi has also been instrumental in encouraging innovation within Uganda’s insurance ecosystem.
Recognizing that the future of insurance depends on efficiency, accessibility, and technology, the Authority has championed initiatives that leverage digital platforms and modern service delivery models.
Among the notable developments is the Local Marine Insurance Platform, which supports local underwriting capacity while improving access to marine insurance services for Ugandan businesses.
At the institutional level, the Authority attained ISO 9001:2015 certification in 2024, demonstrating its commitment to quality management, operational excellence, and improved stakeholder service delivery.
These achievements underscore a leadership philosophy focused not only on growth, but also on strengthening systems and standards.

Elevating Uganda’s voice across Africa
Beyond Uganda’s borders, Dr. Kaddunabbi has played a significant role in shaping insurance supervision and market development across Africa.
He has served as Chairman of the East African Insurance Supervisors Association (EAISA) and previously as President of the African Insurance Organisation (AIO), placing him at the center of continental discussions on insurance regulation, market development, and consumer protection.
Through these roles, he has contributed to strengthening regulatory cooperation, sharing best practices, and enhancing Africa’s collective insurance ecosystem.
His leadership has elevated Uganda’s standing within regional and continental insurance circles while demonstrating the country’s growing influence in financial sector governance.
Why he’s this week’s Captain of Industry
