
East Africa’s aviation sector is poised for a significant transformation, driven by a new standard of regulatory excellence. A three-day workshop held at Protea Hotel in Entebbe, starting September 1-3rd, 2025, brought together key regional and international partners, including the Uganda Civil Aviation Authority (UCAA), the East African Community Civil Aviation Safety and Security Oversight Agency (EAC-CASSOA), Boeing International, and Cranfield University.
This high-level engagement, presided over by Mr. Fred Bamwesigye, the UCAA Director General, signifies a crucial step toward creating a safe, secure, and globally competitive aviation landscape for the entire region.
“We are called upon to safeguard the interests of a diverse array of stakeholders, governments, industry players, service providers, and above all, the public whom we ultimately serve,” Mr. Bamwesigye said in his opening remarks.
“We must ensure safety, fairness, transparency, and accountability in all that we do. At the same time, we must act as enablers of growth and innovation, creating environments where industries can thrive, investments can be attracted, and where opportunities can be expanded,” he added.

Navigating a New Frontier of Technology
In his remarks, EAC-CASSOA Executive Director, Eng. Richard Gatete highlighted that aviation is rapidly evolving, shaped by emerging technologies such as unmanned aircraft systems (UAS), artificial intelligence for predictive maintenance, and green technologies to reduce airport emissions.
Mr. Gateete emphasised that regulators must anticipate these changes, providing frameworks that “enable innovation while ensuring safety, security and sustainability.”
Mr. Bamwesigye echoed this sentiment, stressing the need for regulators to evolve from mere enforcers of rules to facilitators of growth and custodians of public trust.
The training directly addressed these challenges, with a curriculum designed to equip participants with practical skills in regulating emerging technologies.
The agenda included detailed sessions on topics like aerodrome standards, from runway condition to emergency services, and the crucial role of Safety Management Systems (SMS) in maintaining effective oversight and identifying future trends.

Building a Foundation of Excellence and Trust
The workshop’s focus on regulatory excellence is vital for the region’s ambitious growth agenda. Mr. Bamwesigye stressed that effective regulation creates a stable and predictable environment for investment and growth within the aviation sector.
He noted that by standardising procedures and fostering a culture of safety, regulators can protect passengers and stakeholders while attracting crucial investment.
Eng. Gatete also highlighted the significance of the training for the East African region, noting that the drive for aviation growth must be matched with strong regulatory frameworks.
He encouraged participants to “fully engage in the discussions, share your perspectives, and build collaborations that will extend beyond this event,” asserting that through such unified efforts, “we can achieve regulatory excellence and ensure that Africa continues to lead the way into the future of air transport.”
The collective knowledge and networks built at this workshop are set to empower regulators to shape a future for aviation that is safe, secure, innovative, and globally competitive.
