UCAA Commits to Innovation as Emirates Celebrates 25 Years of Partnership

The celebration of Emirates Airlines’ 25th Anniversary of operations in Uganda this week has cast a spotlight on the pivotal role of the Uganda Civil Aviation Authority (UCAA) in positioning Entebbe International Airport (EBB) as a secure, compliant, and continuously improving gateway to East Africa.

The UCAA’s commitment to creating an “airport with the best innovation service”, as often reiterated by the Director General, Mr. Fred Bamwesigye, is the cornerstone of Uganda’s vision to become a leading regional tourism hub, a goal that relies heavily on trusted, long-term partners like Emirates.

UCAA as the Anchor of Safety and Reliability

Since launching its maiden flight in March 2000, Emirates’ quarter-century of consistent operation in Uganda validates the efforts of the UCAA in maintaining international standards.

The Minister of Works and Transport, Hon. Dr. Gen. Edward Katumba Wamala, underscored this achievement, thanking Emirates for believing in a sector that is “reliable and secure with strong operational standards compliant with international regulations.”

This endorsement is a direct reflection of UCAA’s successful governance in areas critical to global aviation trust, including:

Operational Excellence

Adherence to stringent safety and security protocols set by the International Civil Aviation Organisation (ICAO).

Conducive Environment

Creating a regulatory and business environment that has allowed a premium global airline to thrive and expand over two and a half decades.

The Director General of the UCAA, Mr. Bamwesigye, used the milestone event to reaffirm the Authority’s strategic mandate. His commitment goes beyond mere maintenance of standards; it is a pledge towards continuous enhancement and innovation.

Mr. Fred Bamwesigye, the UCAA Director General, speaking during the celebration of Emirates Airlines’ 25th Anniversary in Uganda

“The Authority is committed to the continuous support of Emirates’ growth and success… As a team, Entebbe International Airport will further enhance the passenger experience to ensure that the airport remains a premier gateway for years to come,” Mr. Bamwesigye said.

This statement highlights UCAA’s forward-looking strategy, which is focused on two key drivers of airport competitiveness:

Innovation in Service

Through aligning with the Minister’s vision for “the best innovation service,” the UCAA is signalling an increased focus on digital processes, passenger flow efficiency, and modernising customer-facing services to compete with major regional airports.

Growth Enabler

By actively supporting Emirates’ expansion, which enhances connectivity, creates trade opportunities, and facilitates knowledge exchange, UCAA sees itself as a catalyst for Uganda’s broader economic and tourism ambitions.

Mutual Benefit of the Emirates-UCAA Partnership

The long-standing relationship between Emirates and UCAA serves as a model for public-private sector cooperation in infrastructure development in the following ways;

Connectivity and Trade

Emirates’ flights have been vital conduits, connecting Ugandan businesses and tourism to its global network of over 140 destinations, crucial for Uganda’s export sector and the promotion of its tourist attractions.

Knowledge Transfer

As Emirates’ Vice President, Mr. Rashid Alardha noted, the airline is building a legacy of “knowledge transfer” with its African partners. This exchange of global best practices is invaluable to the UCAA in upgrading its skills, technologies, and institutional capacity, particularly in areas like cargo handling and aircraft maintenance.

Infrastructure Justification

Emirates’ continued high-standard operation justifies the Ugandan Government’s extensive $325 million modernisation and expansion project at Entebbe, which aims to boost annual passenger capacity to 3.5 million. The presence of premium carriers like Emirates ensures that the enhanced facilities are utilised to their full potential, securing the return on investment for the national infrastructure.

As Emirates looks to the future with the promise of more opportunities for collaboration and innovation, the UCAA is positioned at the helm, driving the necessary changes at Entebbe International Airport to realise Uganda’s vision of becoming a globally connected and highly competitive aviation hub.
