Eng. Matsiko Appointed UETCL Acting Chief Executive Officer, Takes Over Mantle from Karamagi

The Uganda Electricity Transmission Company Limited (UETCL) is set for enhanced operational stability and strategic continuity following the appointment of Eng. Richard Matsiko as Acting Chief Executive Officer.

Rising from his previous role as Deputy CEO, Eng. Matsiko’s immediate assumption of leadership, confirmed by UETCL Board Chairman Mr. Kwame Ejalu, signals a strategic internal promotion designed to leverage existing institutional knowledge and experience.

This appointment follows the resignation of Mr. Joshua Karamagi, CFA, from the CEO position, which the UETCL Board of Directors formally accepted during its ordinary sitting on Thursday, July 24, 2025.

The Board’s swift action in elevating Eng. Matsiko from within underscores a commitment to maintaining a steady course for the vital national utility.

How Eng. Matsiko’s Appointment Will Impact UETCL

Eng. Matsiko’s transition from Deputy CEO to Acting CEO brings a wealth of direct benefits to UETCL, a company critical to Uganda’s energy security and development, holding operational licenses for System Operator, High Voltage Transmission Grid, Bulk Power Supply, Import and Export of Power, and Public Infrastructure Provider (for optic fibre).

Ensured Continuity and Stability

As the former Deputy CEO, Eng. Matsiko possesses an intimate understanding of UETCL’s strategic objectives, ongoing projects, operational challenges, and internal dynamics. This seamless transition minimises the disruption typically associated with external leadership changes, allowing UETCL to maintain focus on its core mandate of ensuring reliable and efficient electricity transmission across Uganda.

Deep Institutional Knowledge

Having served as Deputy CEO, Eng. Matsiko has a comprehensive grasp of UETCL’s complex technical infrastructure, regulatory frameworks, stakeholder relationships, and long-term development plans. This deep institutional knowledge is invaluable for navigating the complexities of the power transmission sector and executing critical projects without delay.

Leveraging Existing Relationships

Eng. Matsiko’s lengthy presence within UETCL means he has already cultivated strong working relationships with key government ministries, regulatory bodies like the Electricity Regulatory Authority (ERA), development partners, and other players in the electricity value chain (generation and distribution companies).

These established networks will facilitate continued collaboration and accelerate decision-making, crucial for major infrastructure projects and routine operations.

Organisational Culture and Morale

Promoting from within signals to UETCL’s employees that there are clear career progression paths and that dedication and competence are recognised. This can significantly boost staff morale, foster loyalty, and reinforce a positive organisational culture, encouraging sustained high performance from the entire team.

Efficient Project Execution

UETCL is continually engaged in upgrading and expanding Uganda’s high-voltage transmission grid to meet growing energy demands and support national development goals. Eng. Matsiko’s direct involvement in the daily running of the business as Deputy CEO positions him perfectly to oversee the efficient execution of ongoing and planned projects, ensuring adherence to timelines and budgets.

Focus on Strategic Goals

With a leader who is already fully immersed in UETCL‘s vision, “Electricity Transmission for Sustainable Regional Development,” and its mission, “To buy, transmit and sell quality bulk power,” the organisation can maintain a sharp focus on its strategic pillars without a lengthy onboarding period. This continuity is vital for advancing Uganda’s energy transition and ensuring grid reliability.

Eng. Matsiko’s appointment as Acting CEO is a strategic move that capitalises on internal talent and experience.

It is set to provide UETCL with steady leadership, operational continuity, and renewed momentum as it continues to play its pivotal role in powering Uganda’s economic growth and development.
